THE "SAFER BEAUTY BILL PACKAGE": A HISTORIC OPPORTUNITY

In 2025, the Safer Beauty Bill Package was introduced in the U.S. House of Representatives. It's made up of four groundbreaking bills designed to drive a health-protective beauty industry and close critical gaps in cosmetics safety. This package represents one of the most significant opportunities (to-date) to create universally safer, cleaner cosmetics for everyone.

The Four Bills in the package:

  • [   Toxic-Free Beauty Act   ]

    Bans some of the worst ingredient offenders like formaldehyde, phthalates, and mercury from cosmetics.

  • [   Cosmetic Safety for Communities of Color and Professional Salon Workers Act   ]

    Works to protect people of color and salon workers, communities disproportionately exposed to harmful ingredients in cosmetics, by funding programs that support relevant research, safer ingredient innovation, and educational resources. It also mandates FDA regulation of synthetic hair braids.

  • [   Cosmetic Hazardous Ingredient Right to Know Act   ]

    Requires brands to disclose fragrance and flavor ingredients, often kept secret, on product labels and webpages. It also requires that brands identify product ingredients found on specific authoritative lists of chemicals of concern.

  • [   Cosmetic Supply Chain Transparency Act   ]

    Calls for greater supply chain transparency by requiring that upstream suppliers of cosmetic ingredients, packaging, and finished products provide critical safety data and composition information to brands.

Unfortunately, harmful ingredients can still be found in beauty products today. While the passage of the Modernization of Cosmetics Regulation Act of 2022 (MoCRA) marked important progress for the industry, more needs to be done to achieve a truly health-protective cosmetics sector. Passing the four Safer Beauty Package bills would move the needle significantly in this direction.
